Smart Tunnel and etc

This is from Director-general of Deparment of Irrigation and Drainage Malaysia. He was responding to the Smart tunnel which has not completed its water tunnel work. He says the government has come up with a ruling that future development projects include good drainage systems and ponds. So what has happened to the current devleopment projects? Is good drainage systems and ponds optional?? I guess you have the answer
